Fire Safety Assessment
JCA Lift Consultants are accredited FPAA Fire Safety Assessors
Annual fire safety statements for emergency lifts is mandatory in NSW.
The Fire Protection Accreditation Scheme (FPAS) under Section 59 of the Building and Development Certifiers Act 2018 means that practitioners must be accredited under FPAS if they wish to perform ‘regulated work’ under the Environmental Planning and Assessment Regulation 2000 (EPAR).
FPAS has been recognised for:
- Fire Systems Design (FSD) – for practitioners who endorse plans and specifications in accordance with clauses 136AA and 146B of the EPAR; and
- Fire Safety Assessment (FSA) – for those who endorse essential fire safety measures on annual or supplementary fire safety statements under Part 9, Divisions 5 and 7 of the EPAR.

JCA Lift Consultants are accredited FPAA Fire Safety Assessors who provide an accurate assessment of endorsement for the applicable standard of performance.
Our accredited assessors attend site and inspect the emergency lifts, as listed on your Fire Safety Statement, completing the relevant assessments required.
Service inclusions
To assist in endorsement of the Fire Safety Measures for the lifts in accordance with Part 9 of the Environmental Planning and Assessment Regulation 2000, we provide the following scope of service:
- Annual Fire Safety Statement – Emergency lifts
- Receive the Fire Safety Schedule listing the fire safety measures pertaining to lifts
- Inspect and, where required, check the minimum standard of performance nominated for the fire safety measure covered by our accreditation for each lift
- If found to be operating at the required standard of performance, then endorse the fire safety measure as required in Sections 4 and 6 in the Fire Safety Statement
- If the fire safety measure cannot be endorsed, advise you of the required rectification and then sign off once rectified and reinspected
